Tim Bross reviewed a wonderful new book, “When the City Slept,” by Pulitzer Prize-winning author, Eli Sanders. It’s a powerful account of the 2009 rape and murder of a beautiful St. Louisan living in Seattle, the assailant and the lone survivor.
